Brig. Gen. Scott A. Howell is the Vice Deputy Director for Special Actions and Operations (J38) for The Joint Staff, the Pentagon, Washington, DC. General Howell was commissioned through the U.S. Air Force Academy in 1987 and earned his wings at Fort Rucker, Ala., in June 1988. He is a career helicopter pilot with multiple assignments in rescue and special operations. He has participated in operations in Iraq, Kuwait, Bosnia, Haiti, Kosovo, Mozambique, Djibouti and Afghanistan. Additionally, General Howell held staff positions at the Air Staff, Air Force Special Operations Command, and United States Special Operations Command, and has commanded a squadron, group, Joint Special Operations Air Component and Expeditionary Special Operations Wing.
Scott Howell, MD, is a national senior medical director for Clinical Performance and Compliance at Optum. Scott is board certified in family practice and preventive medicine and public health. He has published peer reviewed articles in both finance and medicine. Prior to Optum, Scott was the regional chief medical officer for the Northeast Region of Americhoice, Inc. focusing on Medicaid and Dual SNPs populations. He was also previously the medical director for managed care at the AIDS Healthcare Foundation, the first HIV SNP in the nation. He was also responsible for international consulting in Russia, Ukraine, Guatemala, Honduras and Haiti. Scott has a Master in Economics from the University of Miami, Master in Public Health and Tropical Medicine from Tulane University, and Master in Business Administration from California State University Fresno. He has served the military for almost 20 years and his current reserve assignment is with the Office of Secretary of Defense (OSD) at the Department of Defense Inspector General concentrating on the Wounded Warrior program. Prior to the current assignment Dr. Howell was the Surgeon General for 10th Air Force. Dr. Howell currently serves as the Director of General Counsel & Policy Advisor for the Safer Compass Inc. Dr. Howell has proven to be a great asset in the organization, and continues his commitment on achieving a safer society. |
